About this role | Mō tēnei tūranga
The Enterprise Project Management Office (EPMO) Manager is a full-time Fixed Term position for 12 months. The EPMO Manager is a key strategic leader who ensures that the portfolio of programmes and projects are aligned with educational goals, are efficiently and effectively managed in line with good practice, and that there is clear contribution and alignment to the overall outcomes of the Ministry. The Manager is responsible for developing and maintaining the Ministry’s investment practices, plans and focus, including an immediate need for setting the medium-to-long term investments.
The manager is a key business enabler and leader responsible for:
- Overseeing the portfolio of major programmes and projects of work continue to deliver in parallel to the Ministry making operational improvements. This includes ensuring a consistent approach to wider Ministry programme mobilisation, clear scope and deliverables and the right level of controls are in place based on scale and risk.
- Setting up the practices and systems needed to ensure that the leadership team has the right programme information to support key investment and delivery decisions. This includes providing Te Pou Tokomanawa with right information to make investment decisions, confirm Budget bids decisions (implementation planning, intervention logics), make trade-off / prioritisation /resourcing decisions and ensuring interdependencies across work programmes and dependencies are understood and managed.
- Translating strategic intentions and performance plans into what will be delivered and ensures monitoring of delivery (e.g. scope, risks, benefits, return on investment, delivery and resources).
- Putting in place the right tools to support the organisation to stay focused on delivering outcomes, keeping initiative safe and ensuring change activity is aligned to drive momentum.
Salary range: $165,601 -$248,251 per annum + 3% kiwi saver. The successful candidate will be appointed at a salary which reflects individual skills and experience.

About you | Mōhou ake
We’re looking for someone who is a self-starter that will deliver the improvements, change and products needed to support effective investment management in the Ministry. To be successful in th role, you’ll be working collaboratively with internal stakeholders and developing relationships at senior levels. You will need to be both strategic and practical willing to provide direction and growth capability while also needing to deliver work yourself.
You will be expected to be hands on developing the collateral needed for the leadership team to be able to make decisions on what to invested in both in the short and long term, delivery options and scope, how best to manage key risks.
You will also need to have:
- Experience in a senior EPMO role or similar related programme/project or consulting role.
- Experience as a people leader with a proven record of effectively managing teams in a complex and demanding environment
- Knowledge of Treasury and OAG expectations for project/programme requirements and performance reporting, such as Better Business Cases, CBAx and frameworks such as P3M
- The ability and willingness to adhere to the Public Service Standards of Integrity and Conduct.

The Strategy and Performance group is responsible for bringing together end-to-end Ministry strategy, planning and performance functions with enterprise-wide governance arrangements. Strategy and Performance is also responsible for setting up planning and delivery frameworks, guidelines, and policies to enable the business groups, who are responsible for planning and delivering their operations and services.
The Strategy and Performance division provides specialist services across all Ministry groups, to facilitate the internal and external accountability activities that are necessary for public sector agencies, including:
Performance reporting
Enterprise governance
Enterprise portfolio investment expertise
Risk management
