About our Graduate Policy Analyst Programme

Every year we recruit a new cohort of Graduate Policy Analysts to join Te Pou Kaupapahere, our Policy community.

As a Graduate Policy Analyst, you’ll be part of an 18-month development programme designed to kick-start your career in policy.

This is a Wellington-based programme and includes two nine-month rotations in different policy teams to give you experience in a variety of policy kaupapa and education subject areas.

The Ministry of Education has an extensive policy community with teams covering areas of education like Pacific Education, Early Childhood, Māori Education, Tertiary, Learning Support, Infrastructure and International to name just a few!

Who we are

“Moving from Manurewa to Wellington for the graduate programme was a big shift but honestly one of the best decisions I’ve made. Every day is busy but exciting. You’re constantly learning on the go, asking questions, and slowly finding your place. What makes it easier is definitely the people. The support is real, and you’re never expected to have it all figured out. Being in the public service has shown me that the work we do genuinely matters for learners, whānau, and communities back home too. And on the tougher days, I remind myself “What’s hard? Rewa hard.” If you’re thinking about applying, back yourself and go for it!”

“Coming into the public service, I was initially nervous that my interests and values might be lost within a large and fast-paced environment. The reality has been quite the opposite; I feel supported to bring my reo, my identity, and my interests to work. This has enabled me to show up authentically while being encouraged to grow, learn, and step into new spaces. I’m proud to be doing mahi that serves my communities and the wider Aotearoa, shaping an education system for ngā rangatira o āpōpō – Our future leaders.
If this sounds like a space that excites you, my advice is to back yourself and give it a go!

“My favourite part of the graduate programme has been the breadth of work I’ve been able to touch in such a short time. Graduates are given real opportunities from day one, along with a huge amount of support. In my first few months at the Ministry of Education, I’ve written three papers for the Minister, completed a Te Tiriti impact analysis, participated in meetings with key stakeholders, built cross agency relationships, prepared briefing notes for a Minister’s meeting, and so much more. If you’re looking for a workplace with an amazing culture, genuinely supportive people, and opportunities to make a real impact early on, I highly recommend applying for the Ministry of Education Graduate Programme.”

“Working at the Ministry of Education has been the most rewarding experience of my career so far. Since joining, I’ve been given incredible opportunities; from sitting in on parliamentary select committees and beginning my te reo Māori journey, to attending workshops that have strengthened my professional skills and deepened my understanding of the public service. The culture has been genuinely welcoming and encouraging. Colleagues across my team, graduate cohort, and other ministries have only shown me respect and patience as I begin my career. The Graduate Programme is thoughtfully designed and well supported, I highly recommend applying!”

“One of the best things about this graduate program is that your development is really prioritised! We get to attend helpful and relevant workshops frequently, kōrero with the senior leadership team and are encouraged to find and take opportunities. I'm loving being able to learn new things and then immediately apply this knowledge to my policy work. I would recommend the program to graduates of all backgrounds - I'm finding the analysis, research, and writing skills from my science background really valuable. If you're passionate about systems, problem solving, evidence and government and want to make an impact on the lives of rangatahi while developing in a supportive environment, the MoE graduate program is the place for you!”

“The graduate programme has been an amazing experience. Coming from a background in criminal justice, I’m often asked how that connects to education. For me, the link is clear: education is foundational and key to positive outcomes later in life.
Being part of a team that works to ensure equitable access to education for everyone is incredibly rewarding. The graduate programme has also been a fantastic way to be gradually introduced to the policy world, providing supportive training and hands-on experience that has helped me build confidence and understanding in this space.
